2006 Executive Draft Capital Facilities Plan
Pierce County's 2006 Executive Draft Capital Facilities Plan (CFP) - Amendment to Comprehensive Plan is now ready and has been undergoing the Planning Commission review process. Planning Commission held their first review hearing on Tuesday, September 26. The Commission will hold their second and final review hearing on Wednesday, October 4, at 7 p.m. at the Public Meeting Room, Public Services Building, 2401 South 35th Street, Tacoma. Planning Commission will forward their findings and recommendations to the County Council shortly after the final hearing. Electronic copies of CFP on CD's are available at the Advance Planning Division Office. Printed copies will be distributed to local libraries within the Pierce County Library System.

Pierce County is seeking applications for Community Planning Board Members. The Pierce County Council has provided funding for a community land use plan on the Key Peninsula. This plan will supplement the Generalized Comprehensive Plan for Pierce County by addressing specific land use issues on the Key Peninsula. The plan will focus on residential, commercial and resource land uses. The plan will also address economic development, transportation and environmental protection. The planning effort is anticipated to start in August or September and will take several years. Pierce County is currently looking for Board Members who could represent specific community interests such as the environment, building industry, business community, and residents. The Directions for Protecting and Restoring Habitat Package has been referred back to the Planning Commission for review and a final recommendation.
The habitat protection and restoration (HPR) regulatory package is available for public review. The package the Planning Commission will review during the month of April 2004 is the same package that the Commission referred to the County Council in May 2003. This series of proposed regulation changes addresses a variety of issues including Endangered Species Act listings, WAC 365-195-900 through 925 Best Available Science Rule, natural hazard mitigation, repetitive loss established through the National Flood Insurance Program Community Rating System Program, and new DOE stormwater manual requirements related to the Clean Water Act. The package also includes some procedural and technical corrections.

The Tacoma Narrows Advisory Commission (TNAAC) is scheduled to hold its first meeting on January 10, 2003. This initial meeting of the TNAAC will consist of a day-long orientation and training retreat. The TNAAC is Pierce County's newest land use advisory commission and was created to advise Pierce County and City of Tacoma officials regarding the various plans, issues, and development proposals affecting both the Tacoma Narrows Airport and its surrounding neighborhoods.
The general public is welcome to attend and observe the initial training but may not actively participate. Verbal testimony from the general public will not be accepted however written testimony is welcome. No formal action will be taken by the Commission at the January 10 training and orientation meeting. To assure sufficient seating, any members of the public who wish to attend should contact Mike Kruger, Associate Planner, at 253-798-2700 no later than Thursday, January 8, 2004.

Council adopts regulations to implement the Gig Harbor Peninsula Community Plan.
The regulations to implement the Gig Harbor Peninsula Community Plan were adopted by the County Council on November 12, 2002 with an effective date of December 1, 2002. These regulations amend sections of Title 18 - General Provisions, Title 18A -Zoning, Title 18B - Signs and Title 18J - Design Standards and Guidelines. The Gig Harbor Peninsula Community Plan page contains a link to the community plan and a summary of these regulations.

Buildable Lands Report
Since 1997, Pierce County and its 23 cities and towns have worked collaboratively in a program to collect annual development permitting data, inventory developable land, and enhance information relating to wetlands and steep slopes. Commonly referred to as the Buildable Lands Program, this collaborative program is aimed at satisfying the 1997 amendments to GMA and improving accuracy in the information used to determine the capacity of the County?s UGAs. The first report generated by this program is now available.

Parkland-Spanaway-Midland Plan Update

In June 2001, the Parkland-Spanaway-Midland (PSM) Communities Planning Board (CPB) concluded the community planning process and made their final recommendations for the PSM Communities Plan.
Pierce County staff is currently making the final changes to the plan and in August 2001, will forward the document to the Pierce County Planning Commission and release the document for public review.
Open House on August 15, 2001
An open house and a Land Use Advisory Commission (LUAC) Meeting are scheduled for August 15, 2001, at the Trinity Lutheran Church, 12215 Park Avenue South in Parkland. The open house is from 4:00 to 7:00 and the LUAC meeting is from 7:00 to 10:00 pm. The PSM Communities Planning Boards and Pierce County staff will be available to share the plan and answer questions regarding the PSM Communities Plan.

Citizens will be able to provide their comments in writing or verbal testimony at any of the Planning Commission and Council hearings. The open house and hearing dates will be posted on this website as soon as they have been confirmed. 2001 Annual Amendments Pierce County Comprehensive Plan
The staff report and draft environmental impact statement for the proposed 2001 amendments to the Pierce County Comprehensive Plan is now available for download . The document provides an analysis of each proposed amendment as well as a cumulative analysis of each of three types of amendments. These include text amendments (changes in policies or text), area-wide map amendments (changes in the land use map resulting in changes in zoning) and urban growth area amendments (changes to designated urban growth areas). Public hearings on the amendments are now being conducted by the Pierce County Planning Commission, which will submit recommendations and findings to the County Council in July. The Council will then schedule public hearings on all proposed amendments and issue a final decision, most likely in October. Public Benefit Rating System and Current Use Assessment Program Approved
The Pierce County Council has adopted Ordinance no. 98-114S which establishes revised administrative procedures for new and existing applications under the Current Use Assessment Program. The Current Use Assessment Program is a method of determining property value for taxation purposes based upon current use rather than highest and best use.
The updated procedures include a Public Benefit Rating System (PBRS) which is used to evaluate applications for Current Use Assessment. The PBRS evalutes applications based upon the presence of priority resource features (wetlands, streams, etc.) and other categories.
