Pierce County Comprehensive Plan
The Pierce County Comprehensive Plan was developed in response to the requirements of the Washington State Growth Management Act. The Plan integrates citizen's ideas, concerns and preferences into statements of how the County should be developed, what development regulations should accomplish, what facilities and services levels are needed, and how publicly funded improvements should support these objectives. The Comprehensive Plan is codified as Title 19A of the Pierce County Code and is available for viewing or printing on-line in .pdf format . To view the Comprehensive Plan in .pdf format, you must have Adobe(R) Acrobat(R) Reader installed on your system. You can download the software at no cost from this website.
Countywide Planning Policies
Countywide Planning Policies are written policy statements which are to be used solely for establishing a Countywide framework from which the County and municipal comprehensive plans are developed and adopted. The framework is intended to ensure that the County and municipal comprehensive plans are consistent, as required by the Washington statutes. During the period within which County and municipal comprehensive plans are developed, adopted and implemented, the County and each municipality in the County, at their discretion, may utilize the Countywide Planning Policies to serve as a guide for County or municipal land use and related decisions to best assure that the principles embodied in the Countywide Planning Policies are followed and promoted.
Key Peninsula
On May 27, 2003, the Pierce County Council adopted Resolution No. R2003-42s, which directs PALS to initiate a Community Plan for the Key Peninsula. The community planning process will start in the Fall of 2004 and finish in approximately 2 years.

Community Plans
Community Plans express the voice of local citizens in how the Comprehensive Plan and its development regulations will be carried out in specific communities. Community plans indicate specific land use designations, appropriate densities, and design standards. Currently, five community plans are in the process of being developed in Pierce County. These plans are the following:

Comprehensive Plan Amendments
Every two years, the Pierce County Council considers requests for amendments to the Pierce County Comprehensive Plan. Four types of amendments requests may be submitted: text amendments to change policies or other language in the Comprehensive Plan; community plan amendments to change policies or other language in adopted community plans; area-wide map amendments to change the land use designation and zoning for a group of parcels; and urban growth area amendments to adjust an urban growth boundary. Housing Affordability
The Final Report and Recommendations from the Pierce County Housing Affordability Task Force regarding Housing Affordability in Pierce County has been completed.
Habitat Protection and Restoration regulatory package
The Habitat Protection and Restoration regulatory package and accompanying SEPA determination is now available for public review.
Tacoma Narrows Advisory Commission (TNAAC)
The TNAAC created to advise Pierce County and City of Tacoma officials regarding the various plans, issues, and development proposals affecting both the Tacoma Narrows Airport and its surrounding neighborhoods.
2007 Buildable Lands Report
The successful completion of 2007 Pierce County Buildable Lands Report is representative of on-going coordination and cooperation efforts between Pierce County and all of its cities and towns in monitoring development activities and analyzing the residential and employment capacity of designated urban areas in Pierce County.
