Why We Are Planning
To sustain a good quality of life, Pierce County, in cooperation with the community, is identifying community values, discussing issues and working to create a plan to assure sensible growth and development in the plan area. Using the existing County Comprehensive Plan as a foundation, the community planning process allows citizens to make specific recommendations regarding such things as land use patterns, housing densities and design, environmental protection, infrastructure development, and transportation. The final approved plan and implementing development regulations provide the policy and regulatory basis under which the community will develop in the future.

Community Survey Results
In August 2006 a survey was mailed out to approximately 2,500 residents and property owners on Anderson and Ketron Islands. This survey is designed to solicit information regarding issues related to the five elements of the plan and to aid in determining the preferred vision and goals for the community plan area. A total of 474 mailed surveys were completed and returned. Of these 212 respondents live on Anderson Island, 10 live on Ketron Island and 190 live off-island in other locations but own property on one of the islands. This equates to a return rate of about 19%, which is a higher return rate than most of the other community plans.

Vision and Goal Statements
In September and October 2006 the CPB worked on developing the vision and goal statements for each of the islands. Visioning is a process completed through a series of public meetings or workshops structured to allow the community to articulate hopes for the future. A vision is a statement that provides direction and represents a reflection of who and what the community is and wants to become. Statements, thoughts, and ideas brought forth in the visioning process become the basis for the overall vision statement and provide a context for the individual goals outlined in each plan element. Goals describe a desirable future for the community and identify specifics on how the values and hopes set forth in the vision statement will be accomplished. Goals provide the framework for developing the objectives, principles and standards and implementing actions within each element.
