Proposal: CRP 5537 is a locally funded roadway improvement project, which will improve the 176th Street East corridor from Waller Road East to 51st Avenue East by widening the existing two-lane roadway to provide for a 64-foot roadway section. These road improvements are designed to improve safety and relieve traffic congestion. Specific improvements include widening the roadway to provide two through lanes in each direction with curb, gutter, sidewalks, street lighting, raised medians, and enclosed stormwater drainage systems. Project Name: Shoreline Substantial Development Permit (SD19-09), Washington State Department of Natural Resources
Proposal: Conduct commercial harvest of geoduck from approximately 385 subtidal acres on three (3) geoduck tracts around McNeil Island at water depths of -18 feet to a point seaward no deeper than -70 feet. During commercial harvest, divers use a hand-held water jet to loosen the substrate immediately around the exposed geoduck siphon allowing it to be easily removed from the substrate. Divers operate from boats anchored over the tracts. Pumps and compressors on the boats are used to pump ambient water to the water jets and supply air to the divers respectively. Harvesting is limited to specific tracts that have commercial quantities of geoducks, meet the depth restrictions identified above and that have been certified by the Washington State Department of Health. Consideration is also made to ensure Endangered Species Acts concerns are addressed including provisions for the protection of eel grass beds and herring spawning areas. Department of Natural Resources staff monitors the harvest during all hours of operation. Compressor and pump noise would be experienced during hours allowed under the harvest contract, specifically no earlier than 7:30 am and no later than 4:30 pm, Monday through Friday and not on State holidays. Harvest vessels are not allowed on tract prior to or after harvest hours. Approximately 20-30 people would work from the vessels for between 2-4 months each year. The project site is located in the Rural, Conservancy, and Natural Shoreline Environments abutting the Key Peninsula Community Plan area.

The proposed new chapter in Title 18A creates three broad categories of incentives to promote the development of affordable housing for low income households: financial incentives (expedited permitting and fee waivers), density bonuses, and regulatory incentives (alternative development standards, including parking, lot area and width). In addition to specifying the incentives a for-profit or non-profit developer may utilize, the chapter documents the procedures that will ensure that the constructed homes or apartments will be affordable to house holds earning 80% or less of the County's median area income.

Description of document (or portion) being modified: Mitigation Measure Number 2 of the MDNS required the payment of a fee to the Bethel School District to mitigate impacts to the schools and/or school facilities of the District, prior to Final Plat approval. The Bethel School District, however, had a voluntary Mitigation Agreement in place with the developer of this plat, prior to the issuance of the MDNS, recorded under Auditor's Fee No. 9508210372. It was determined by the Bethel School District that the agreement would adequately mitigate impacts to the District resulting from increased enrollment. This agreement requires the payment of fees at the time of issuance of a building permit rather than prior to final plat approval as required by Mitigation Measure Number 2. Pierce County has issued an Addendum to the Final SEIS, Comprehensive Plan, November 1994, and to the Final SEIS, Development Regulations, June 1995. The November 1994 Final SEIS addressed impacts of the Pierce County Comprehensive Plan which was adopted in November 1994 in accordance with the State's Growth Management Act (GMA). The June 1995 Final SEIS addressed the impacts of the Development Regulations which were adopted in July 1995 to implement the Comprehensive Plan in accordance with the GMA.
