The THOR initiative is a State of Washington, Department of Community, Trade, and Economic Development, funding source to provide transitional housing to homeless families with children in Pierce County and assist families in transitioning to stable, safe, affordable, permanent housing. Pierce County is the lead administrative agency for this funding source that includes funding for the Cities of Lakewood and Tacoma. The funding is provided to local non-profit agencies through a competitive grant process and includes the provision of case management services.
