Housing Grant Assistance Program

Pierce County Housing Programs will be hosting an application workshop for the Housing Grant Assistance Program (HGAP) on September 24, 2007, from 1:30 p.m. to 3 p.m. The meeting will be held at 3602 Pacific Avenue, Conference Room A. Attendance at this meeting is recommended for providers interested in this funding opportunity. Pierce County would like to facilitate discussion of this opportunity with Tacoma & Pierce County providers, and will be submitting an application on behalf of Pierce County.

Total funds of $10,000,000 are available to Pierce, King, Snohomish, Clark, and Spokane counties. Up to three projects will be selected.

In 2005, the Washington State Legislature passed the Homeless Housing and Assistance Act (ESSHB 2163) to guide a statewide effort to reduce homelessness in Washington State by 50 percent by July 1, 2015. The HGAP goal is to leverage the limited funding by supporting model projects that reduce homelessness by demonstrating systems change through integration with criminal justice, social service, health, and other state and loan systems.

Projects or programs with HGAP funding may serve:

  • Persons who meet the definition of homeless as defined by RCW 43.185C.010(3): 'An individual living outside or in a building not meant for human habitation or which they have no legal right to occupy, in an emergency shelter, or in a temporary housing progam which may include a transitional and supportive housing program if habitation time limits exist. This definition includes substance abusers, mentally ill people, and sex offenders who are homeless'; and/or
  • Persons at-risk of homelessness.

Eligible projects for HGAP:

  • Measurably reduce homelessness;
  • Demonstrate government cost savings over time;
  • Employ evidence-based models or promising approaches;
  • Could be supported after the HGAP project funding ends using criminal justice, social services, health, and other system resources;
  • Could be replicated in other counties across the state;
  • Include a strong performance measurement component (up to 20 percent of a project award can be used to ensure that outcomes are collected using acedemically rigorous methodology); and
  • Are consistence with state and local homeless plans.

Projects funded through the Homeless Grant Assistance Program will not be eligible for Housing TrustFund funding for the same project.
