Petitioners with stepparent or relative adoptions can complete their adoptions without the assistance of an attorney but are considered to be representing themselves (pro se). If the adoption will be contested or the whereabouts of one of the birth parents is not known, it is strongly recommended that an adoption attorney be retained.

There are paralegal and online businesses that will create the forms for you. Check them out carefully before hiring them. Judge Advocate General’s Corps (JAG) will create the forms for stepparent adoptions for military personnel at no charge.
